「世界の格差は加速的に悪化の一途をたどる。」最も伝えたいロメオ・ダレールの言葉。

こんにちは、板倉美聡です。 本日は私が留学中に読んだ中で、最も魂をゆさぶられた文章を紹介したいと思います。

今回ご紹介するのは、混迷する世界情勢の本質に関わることだと思います。 今、私が最も誰かに伝えたいことです。

拙い和訳ですが、どうか最後までお付き合いお願いします。

If the entire population of the planet is represented by one hundred people, 57 live in Asia, 21 in Europe, 14 in North and South America, and 8 in Africa. The numbers of Asians and Africans are increasing every year while the number of Europeans and North Americans is decreasing. 50 % of the wealth of the world is in the hands of 6 people, all of whom are American. 70 people are unable to read or write. 50 suffer from malnutrition due to insufficient nutrition. 35 do not have access to safe drinking water. 80 live in substandard housing. Only one has a university or college education.

世界が100人の村だとすると、 57人がアジアに、 21人がヨーロッパに、 14人が南北アメリカに、 8人がアフリカに住んでいる。

ヨーロッパと北アメリカでは人口が減っているのに対して、 アジア、アフリカでは毎年人口が増えている。

世界で最も裕福な6人だけで世界の50％の富を独占しており、 それらはすべてアメリカ人である。

一方、70人は字が読めず、書く事も出来ない。

50人は栄養失調に苦しみ、 35人は安全な水を飲むことすらできない。

80人は標準以下の家に住み、 大学に通えるのは100人のうち1人だけである。

 

 

But many sings point to the fact that the youth of the Third World will no longer tolerate living in circumstances that give them no hope for the future. From the young boys I met in the demobilization camps in Sierra Leone to the suicide bombers of Palestine and Chechnya, to the young terrorist who fly planes into the World Trade Center and the Pentagon, we can no longer afford to ignore them. We have to take concrete steps to remove the causes of their rage, or we have to be prepared to suffer the consequences.

しかし、第三世界の若者たちは、希望も未来も望めない現状に、 もうこれ以上黙ってはいないだろう。

シエラレオネの動員解除キャンプで出会った若い少年兵。 パレスチナやチェチェンの自爆テロリスト そして世界貿易センターとペンタゴンに突っ込もうと試みた若いテロリスト。

我々はもはや、彼らを無視することはできないのだ。 彼らの怒りを鎮める、具体的な手段を取らなければならない。 さもなければ、彼らの怒りの末路を受け入れる覚悟をしなければならない。

 

 

The global village is deteriorating at a rapid pace, and in the children of the world the result is rage. It is the rage I saw in the eyes of the teenage Interahamwe militiamen in Rwanda, it is the rage I sensed in the hearts of the children of Sierra Leone, it is the rage I felt in crowds of ordinary civilian in Rwanda, and it is the rage that resulted in September 11. Human beings who have no rights, no security, no future, no hope and no means to survive are a desperate group who will do desperate things to take what they believe they need and deserve.

世界の格差は、加速的に悪化の一途をたどっている。 そして世界の子ども達にもたらされるのは、”怒り”である。 それはルワンダのインタラハムウェの少年兵の瞳の中に燃えていた“怒り”であり、 それはシエラレオネの子どもたちの心に宿る“怒り”であり、 それはまたルワンダの民衆の中に渦巻く“怒り”であり、 そしてそれはまた、9.11を生み出した”怒り”なのである。

人権、未来、安全、希望、生きる手段さえ失った人々は、やがて絶望の淵で、 失われたものを手に入れるために、絶望的な行動に出るのだ。

 

 

If September 11 taught us that we have to fight and win the “war on terrorism,” it should also have taught us that if we do not immediately address the underlying causes of those young terrorists’ rage we will not win the war. For every al-Qaeda bomber that we kill there will be a thousand more volunteers from all over the earth to take his place. In the next decade, terrorists will acquire weapons of mass destruction, it is only a matter of time until a brilliant young chemist or smuggler obtains nuclear, biological or chemical weapons and uses it to satisfy his very personal rage against us.

9.11から、我々は「対テロ戦争を戦い、勝利しなければならない」と学んだのかもしれない。 しかし、もっと大切なのは、 彼らの怒りを生み出す根本的な原因に早急にアプローチしなければ、 我々は一生戦争には勝てないのだということではなかろうか。

アルカイダの自爆テロリストを何人殺そうと、 世界中にいる何千ものテロリストが代わりを務めるだけである。

次の10年間には、テロリストは大量破壊兵器を所持しているかもしれない。

優秀な若い科学者か密輸業者が、核兵器や生物・化学兵器を所持し、 我々に対する怒りを晴らすのに使うのも、時間の問題だろう。

この文章が書かれたのは2012年のこと。 2015年現在、世界情勢は混迷を極め、出口の見えない殺戮と憎悪のサイクルが永遠に回り続けています。

アメリカで学んだこと、それはこの世の中が想像以上に不正義に溢れ、構造的暴力の上に成り立っているということでした。

日本に生きている私たちも、大きな歯車の一部に組み込まれ、それに気づかないことすら多い。

テロリストって、生まれたときからテロリストだったんでしょうか。 一人ひとりに、テロリストになるまでのストーリーがあったとしたら、それは一体どんなものなんでしょうか。

彼が言うように、今世界で起きていることが人々の怒りの末路だとしたら、 私たちがテレビでいつも見ているのは構造的暴力の”結果”にすぎなくて、 それがどうやって生まれてきたのか、そこにどんなストーリーがあったのか、 もっと見つめなければいけないのかもしれません。
